Healthcare Information System — Requirements Documentation

This document set contains the complete requirements specification for a 16-module Healthcare Information System designed for paperless operation in the UAE healthcare market. The system covers 9 clinical modules spanning patient registration, provider order entry, radiology, laboratory, pharmacy, scheduling, nutrition, housekeeping, and blood bank management; 2 portal and mobile app modules providing self-service access for patients and physicians; and 5 revenue cycle management modules covering payer contracts, patient access, billing and claims, case management, and denial analysis.

Each module is documented across 7 standardized deliverable categories: workflow documentation with process flow narratives and diagrams, role-based access control matrices with break-the-glass procedures, database schemas with SQL DDL and FHIR R4 resource mappings, screen-level field specifications with HTML wireframe mockups, integration specifications for HL7 v2.x and FHIR R4 interfaces, master data and configuration requirements with setup sequences, and KPI definitions with calculation formulas and benchmark targets. Across all 16 modules, this produces 112 documentation sections in total.

All specifications are aligned with UAE regulatory requirements including the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021), DOH and DHA healthcare facility standards, and NABIDH interoperability requirements for Dubai Health. Clinical terminology follows international standards adopted in the UAE: ICD-10-AM for diagnosis coding, CPT for procedures, SNOMED CT for clinical terms, LOINC for laboratory observations, and RxNorm for medications. Every workflow documents its paper-to-digital transformation to support the transition to fully paperless operations.
